Job description
Pinpoint Talent’s Federal Government client is seeking an experienced Security Project Manager to lead a major Electronic Access Control System (EACS) upgrade. This role requires a strong background in technical project management, security infrastructure, construction/infrastructure and understanding of the Protective Security Policy Framework (PSPF) and Security Construction and Equipment Committee (SCEC) standards.

This includes managing scope, contractors, compliance, and governance reporting while ensuring that all project elements meet strict federal security requirements.
This is a hands-on role requiring on-site presence as needed and will include coordination with multiple stakeholders, including technical experts, construction teams, and procurement personnel.

As the Security Project Manager, you will be responsible for the end-to-end delivery of a large-scale physical security and access control project. This includes managing scope, contractors, compliance, and governance reporting while ensuring that all project elements meet strict federal security requirements.

Key Responsibilities
- Deliver complex security infrastructure and EACS upgrade projects on time and within budget.
- Lead contract administration, tender negotiations, and engagement with specialist contractors.
- Ensure compliance with building codes, federal security standards, and relevant legislation (e.g., WHS Act, DDA).
- Manage the full lifecycle of project phases: Initiation, Design & Documentation, Delivery, Handover/Takeover, and Defects Liability.
- Monitor progress, manage risks, and maintain change control processes.
- Coordinate governance and reporting to program stakeholders and management bodies.
- Oversee cost control, budgeting, and financial reporting.
- Review and approve design and engineering documentation developed by third parties.
- Manage project completion activities including documentation handover and lessons learned.
- Must hold a current NV2 Security Clearance (Negative Vetting Level 2) prior to commencement.
- Sound knowledge of the Protective Security Policy Framework (PSPF).
- Experience dealing with Security Construction and Equipment Committee (SCEC) specialists.
- Strong technical project management experience.
- Experience procuring and managing contractors and consultants.
- Ability to critically review and interpret architectural and security system designs.
- Strong stakeholder management and reporting skills.
- Experience with Gallagher Security Solutions (EACS) is highly desirable, not essential.
- Ability to reprioritise and address issues before execution of works.
- Capable of developing WHS plans, SWMS, and ensuring NCC compliance.
