Job description

Our federal government client is seeking an EL1 Complex Procurement Officer on an initial 12-month contract, based in Canberra.

In this role you will be required to undertake Complex Procurements from the start to the end of procurement lifecycle that are compliant with Public Governance, Performance and Accountability Act 2013, Commonwealth Procurement Rules (CPRs), internal policy and processes, procurement connected policies and other relevant policies and procedures. You will plan, manage and deliver end-to-end procurement activities including market research, preparation of documentation, evaluations, negotiations and contract awards.
  
Role accountabilities also include;
  • Providing advice and support to the Line Manager including identifying opportunities to improve procurement outcomes, efficiency and value for money
  • Establishing and maintaining strong business relationships with external stakeholders and suppliers including effectively managing contract enquiries, issues, disputes, variations, risks and undertaking negotiations with suppliers as required.
  • Monitoring contracts, managing extension or renewal of contracts and contract close-out.
  • Problem-solving contract-related issues.
  • Preparation and ongoing management of simple and complex government contracts, including Memorandum and Understanding (MOU).
  • Developing, drafting and implementing communications strategies to support structural, technical and business changes impacting Diplomatic Security Division (DSD) in relation to contract management.
  • Undertaking procurement reporting requirements.
  • Undertaking risk assessment, mitigation and the management of risks in procurement.
We are keen to speak with candidates who have specific experience working within federal government procurement teams. For this role you must have the following experience:
  • Working knowledge of Public Governance, Performance and Accountability Act 2013 and Commonwealth Procurement Rules (CPR)
  • Demonstrated minimum of 5 years of experience in undertaking end-to-end Complex Government procurement activities in accordance with policies and procedures
  • Contract management experience, with knowledge of utilising the Commonwealth Contracting Suites (CCS).
  • Ability to undertake analysis of suppliers, markets, products and service categories to inform procurement planning.
  • Qualification in Procurement and/or Contract Management, preferably in government procurement.
  • Experience using SAP
  • Experience providing high level of customer service and be able to demonstrate a proactive approach in providing advice and support to internal clients and stakeholders in relation to procurement and contract management, in line with the Commonwealth Procurement Framework
  • Strong knowledge in administering tender documentation through AusTender
